Isabel Harbaugh is a doctoral student in Public Policy at the Harvard Kennedy School, focusing on labor and development economics. She is currently working with Professor Asim Khwaja on a study of financing for low cost private schools in Pakistan. She also conducts research on vocational education and the political economy of education reform. Prior to beginning her PhD, Isabel was a human capital consultant and worked at a microfinance bank in Paraguay. She holds a BA in Economics and International Relations from Claremont McKenna College.
